结合CBP文件与物流人士分析,所谓“5H”(Entry Processing Hold),是货物在美国海关的处置代码,其核心是先文审、后实查:海关会逐票核对发票、箱单、舱单信息等,一旦发现信息不一致、申报偏低、品名模糊、认证缺失等违规情况,将转入开箱查验。

据业内不完全统计,自2月初以来,已有数千个中国货柜遭遇此类查验,且一旦触发,退运率极高。其中,洛杉矶和长滩两大美国码头成为了退运的重灾区:

“柜子一到港就触发5H,查验了好久还没放行。”
